Is workforce transformation the key to improving commercial capability?

Inconsistent commercial capability has long been an issue for central government, and recent ‘trigger’ events led to the spotlight being turned on the profession. The collapse of Carillion being a recent and infamous case.

Successive regimes have had their view on what good capability looks like and the outcomes that it delivers. Different strategies have been deployed, more often than not geared towards cost reduction and value for money, as delivered by the procurement process.

Now we are seeing perhaps the most daring strategy yet coming out of the Government Commercial Organisation (GCO). But is it working and will it solve the capability issue once and for all?
